READING GUIDE FOR FEDERALIST #51

1. What is essential to the “preservation of liberty?” How should this “be so constituted?”

Each department should have a will of its own. Each department should be politically independent of the others, i.e. each should have as little agency as possible in the appointment of the others.

2. Explain the following: “A dependence upon the people is, no doubt, the primary control on the government; but experience has taught mankind the necessity of auxiliary precautions.”

Elections are important to resist tyranny, but they are not enough. Other measures are needed. Madison goes on to describe the roles of separation of powers, checks and balances, and federalism in this regard throughout the balance of this essay.

3. In a republican government, which branch is the strongest? Identify three ways of “remedying this inconveniency.”

The legislature.

1. Dividing Congress.
2. Giving the two houses of Congress two different means of election,
3. Fortifying the executive, e.g. with a veto

4. List two ways in which the federal system of the US “places that system in a very interesting point of view,” i.e. protects against tyranny.

1) In the “compound republic” of the US, power is divided between two distinct levels of government, i.e. state governments and the national government, and then each level in turn subdivides itself; hence a “double security.”
2) The multiplicity of interests within the US will make it unlikely that tyranny will develop. In a small republic, there is a greater chance that a majority faction will develop and oppress the people. In a large republic, there is less chance that this will occur simply because the nation is so vast and because there are so many interests present.

In our high school careers we have little opportunity by which to make a positive change in our community.P.E leaderships is one of thoseopportunities.This program which brings enthusiastic students from all over the Alisal High School campus , gives those students who enroll, the opportunity to teach Physical Education to elementary students in a fun way.P.E Leadership has been around for more than 20 years and has shifted advisors a couple of times; the most recent being from Mr.Gil to Mr.Marinello.Mr.Marinello, who is a also a current P.E teacher describes the ultimate goal of P.E Leadership as “ to get down there and and teach the elemena=tary kids to excercise and be healthy”.the program as w whole gives its students a hands-on experience both in and out of the classroom.
    A typical week of P.E Leadership is divided into two parts.One part takes place in the classroom, and the second part takes place at Los Padres Elementary school, for the most part. Monday through Wednesday the P.E Leadership students work in groups as well as a class to plan out the activities in which they will engage with the elementary students at the end of the week.Thursday and Friday consists of taking a mini fieldtrip to Los Padres to excite younger kids into excersicing through the use of fun activities.Such activities include relay races, football, and soccer among others.
    The Elementary kids await anxiously and excitement for the arrival of the High School students.But they are not the only ones.Mayra Cerda admits that she likes P.E Leadership a lot not only because its fun but also because it serves as a stress reliever.According to collective answers from the studenst of this class, P.E leadership takes patience ,leadership , confidence , motivation and establishing a connection with the younger kids. Eduardo Avalos adds that another component to be successful with little kids is to “be more like them, as to have more fun , but be a teacher and keep control”.He also recollects about his elementary years , in which High school students went to his elementary school to teach Physical education.so in a way he is following their footsteps.
    Although P.E leadership is all about fun and games , it can have it’s bad days too, such as when the younger kids get out of control or get bored.However both the advisor, and the High School leaders know how to handle these situations. Mr Marinello tries to infuse positive energy into his students by telling them “let’s go”, or occasionally cracking up a joke such as “don’t walk like you are walking to the electric chair.”In their own part the Alisal students deal with boredom by the kids by tweaking the activity a bit to insure that they still hold the attention of the younger kids, or by gathering the students, such as Fernando Oropeza did once and telling them that “the point is to have fun but without hitting each other”.
    P.E leadership goes beyond the classroom give the students full insight into the real worl of Physical education by providing them with an environment in which they can be role models to younger students.In this way not only do the students get to have fun with the younger kids but they also can change a kid’s life by showing them through fun activities that excersing and being healthy can be fun.
